Constance has more than 25 years of experience working with public agency and school-based Medicaid programs. Throughout her career, she has helped shape and inform debates on program implementation and policy in California and has produced numerous publications for school partners and clients in support of the medically underserved and special needs populations. Her leadership is influenced by her experience in public health, hospital services, and disaster medical programs gained as a U.S. Air Force officer. Constance holds a Masters in Public Health from Boston University and a BS from Michigan State University.
Brooke has over 16 years of experience in business, project, and account management. After joining Paradigm in 2001, she quickly began managing strategic projects to enhance client services and tools for program optimization. Having held positions in Paradigm’s operations, software development, and client relations departments, Brooke has unique insight into bridging Paradigm’s expertise and capacities with our clients’ needs. Brooke, in partnership with her team, is responsible for Paradigm's business development efforts, communications, and overall company operations.
Roger joined Paradigm as a proven expert at understanding complex operational procedures and using technology to streamline processes and enhance operational controls. With over 10 years of experience in information technology (IT) and the education industries, Roger and his team of elite developers, database managers, and statisticians support and enhance Paradigm’s applications to provide a safe, secure, and exemplary user experience for without compromising the nuances of complying with Medi-Cal program requirements. Roger holds a Master's Degree in Computer Science.
Colleen joined Paradigm in 2003 and since then has been instrumental in overseeing the direct service billing programs at Paradigm. In the company’s California operations, Colleen and her team ensured a smooth transition to the implementation of a new Medicaid State Plan Amendment in California (2006) for school direct billing services, she has successfully supported more than 25 state reviews, and is consistently called upon by California State work groups to provide direct service billing data verification and program analysis. Colleen oversees Paradigm's direct service billing operations in both Illinois and California. Colleen holds a BA in organizational psychology from San Francisco State University.
Ashley has more than eight years of health care industry experience in business and project management, revenue maximization, and customer service. Prior to joining the Paradigm team in 2010, Ashley was senior staff for a health care firm. Ashley is now responsible for Paradigm's Medicaid program operations, including the day-to-day management of the Medicaid Administrative Claiming (MAC) team, fiscal team, and client care team; and interdepartmental coordination to ensure ongoing improvement of the quality and efficiency of Paradigm client services and products. Ashley holds a BS in business administration with a concentration in finance from California Polytechnic State University–San Luis Obispo.
Tim has been an integral part of Paradigm for more than a decade, creating and performing internal audit checks on MAC invoices and cost reconciliation reports. State and regional agencies have sought Tim out for his in-depth understanding of the MAC program and Standardized Account Code Structure (SACS) structure, including in 2004 when the California regional LEC Committee and California’s Department of Health Care Services (DHCS) sought his expertise with updating the school MAC invoice templates. Tim and his team review fiscal data and create MAC claims and cost reimbursement reports that result in the most appropriate and optimal outcome for clients. He is instrumental in assisting clients to prepare for regional and state program audits.
Amanda is responsible for oversight of the company's policy analysis, research, and advocacy efforts. She has more than a decade of experience as a research analyst, including seven years of specializing in Medicaid reimbursement and billing programs. In addition to producing frequent analyses aimed at keeping LEAs, community-based organizations, and other agencies on the cusp of evolving program policy, Amanda and her team have established key relationships with legislators and policy makers to increase visibility and the scope of support for improved efficiencies and full utilization of Medicaid reimbursement programs. Amanda holds a BA from the University of California–Berkeley.
