California Authorizes Use of Electronic Signatures to Certify Time Surveys Under the MAA Program

California Department of Health Care Services (DHCS) issued Policy and Procedure Letter (PPL) 12-009 on April 30, announcing that beginning July 1, 2012 they will accept electronic signatures as equivalent to manual signatures on the Medi-Cal Administrative Activities (MAA) time survey forms.

PPL 12-009 further clarifies that Local Educational Consortiums (LEC) and Local Governmental Agencies (LGA) claiming units must have policies and procedures in place regarding the use of electronic signatures to ensure they are up to standard as dictated by the California Electronic Transactions Act of 1999, Civil Code Section 1633.2 of California law, and Federal law 15 U.S. Code Section 7006.

Paradigm’s Policy & Research Division will be publishing a summary of additional resources in the coming weeks on how other states employ and audit electronic signatures in their school Medicaid programs.
