California School MAA Program Deferral and RMTS Update

Deferred SMAA Invoice Payments

The April 30, 2014 deadline for submission of Reasonableness Test Criteria (RTC) paperwork for invoices included on the December 2013 CMS-64 report has passed. RTC paperwork is required for any school district that wants to justify previously deferred invoices that exceed coding or job classification ratio benchmarks established by PPL 13-012.

In April, DHCS released a new schedule for remaining RTC submissions along with a detailed accounting of each district’s deferred invoices by fiscal year/quarter and amount (see: LEC County Listing and LGA County Listing). During the March 24, 2014 SMAA Stakeholder Forum, representatives from the Department reported that review of RTCs had already begun and that they would process RTC paperwork in the order received.

Additionally, DHCS received approval from federal Centers for Medicare and Medicaid Services (CMS) to include credentialed school counselors on the list of authorized time survey participants. This will allow districts to include credentialed school counselors on their RTCs without providing further justification for these positions, something many districts had voiced concern over during the Stakeholder Forum in March.

New SMAA Program Plan

While a final SMAA 2014-15 program plan has yet to be approved by CMS, and there is still no word regarding the state’s request for an additional year of interim claiming, planning continues to move forward for a July 1, 2014 implementation of RMTS in California.
