California’s SMAA Manual Submitted to CMS for Approval

On Monday, August 15, California’s Department of Health Care Services submitted the draft School-Based Medi-Cal Administrative Activities (SMAA) Program Manual to federal Centers for Medicare & Medicaid Services (CMS) for approval.

DHCS Chief of the Medi-Cal Administrative Claiming Section, Michelle Kristoff, announced the forthcoming Manual submission in an email to stakeholders on August 4:

“The SMAA manual will be submitted to CMS by Monday, August 15, 2016.   DHCS met with CMS yesterday to discuss the manual submission and invoice.  CMS could not provide a timeframe for their review, however, we will be requesting CMS to review the coding section of the manual (Section 5) first so that we can move forward with invoices.  We acknowledge that this has been a laborious process, however, DHCS strives to ensure that any submission to CMS is complete and accurately reflects the Departments request and the stakeholders’ concerns.”

The draft SMAA Manual (and accompanying Matrix) were emailed to stakeholders on August 16 and will be posted to the DHCS website shortly.

The Manual must be approved by CMS before it is finalized.
