Deadline Extended for California’s First RMTS Claims

In an announcement on their website, California’s Department of Health Care Services (DHCS) officially extended the deadline for the first School-Based Medi-Cal Administrative Activities (SMAA) program claims using the Random Moment Time Survey (RMTS).

The deadline for fiscal year 2014-15 Q3 (Jan-March 2015) has been extended to September 30, 2016. Unfortunately, the template for completing these invoices has not yet been approved or distributed by DHCS.

The federal deadline for claiming reimbursement under the SMAA program is two years, meaning FY 2014/15 Q3 invoices processed by DHCS later than March 2017 may not be fulfilled.

Processing of these first RMTS claims has been delayed for various inter-related reasons, including waiting for federal approval of a new program manual and clarification on certain policies, as well as the development of an invoice template on which to complete the claim.

As an aside, the invoice extension announcement also included information for LECs and LGAs regarding how to classify and treat their fees for “ancillary services” provided to LEAs, such as invoicing, when it comes to the new 15% limit on vendor fees that LEAs are allowed to claim on their invoices.
