DHCS Releases Official Announcement Regarding New and Less Restrictive Billing Requirements for Certain Credentialed Speech-Language Pathologists

The California Department of Health Care Services (DHCS) recently released a Policy and Procedure Letter (PPL) outlining the passage of State Plan Amendment (SPA) 05-010, which removes supervision requirements for certain credentialed Speech-Language Pathologists (SLP). The California Speech-Language-Hearing Association (CSHA) has also released a summary of the new PPL to its members, analysis that is supported by guidance previously published by Paradigm’s Policy & Research Division.

PPL 12-008 officially notifies LEAs of changes to supervisory requirements under the LEA Billing Option program for certain credentialed SLPs. As a result of SPA 05-010, approved by the Centers for Medicare and Medicaid Services (CMS) in December of 2011, PPL 12-008 states that LEA providers who hold a Preliminary or Professional Clear Services Credential in speech-language pathology can now bill for both assessments and treatments without supervision from a licensed Speech-Language Pathologist.

The California Speech-Language-Hearing Association (CSHA) has also released an announcement of PPL 12-008 to its members, including detailed analysis of the new policy from the perspective of licensing requirements for the Preliminary SLP Service Credential as dictated by California’s Commission on Teacher Credentialing (CTC).
