First Focus Analyzes the 2013 House Budget Plan in the Context of Children’s Health

The House budget plan, which has little chance of passing in the Democratic-controlled Senate, is generally regarded as a symbolic response to the plan put forth by President Obama in February. Advocates for children’s health and low income or uninsured populations will recognize several components of the House plan, including converting Medicaid into a block grant, from last year’s unsuccessful House proposal.

Key provisions of the 2013 House Budget Resolution discussed in the First Focus brief include:

– converting Medicaid into a block grant
– ending CHIP by eliminating $28.9 billion in funding
– ending the entitlement nature of Medicaid
– shifting disproportionate financial responsibility to states.
