Free Care Milestone for SFUSD Highlighted by National Affiliate in Online Blog

May 23, 2013 – Healthy Schools Campaign (HSC) has published an article on San Francisco Unified School District’s recent legal victory, which resulted in the district’s access to reimbursement for certain regular education Medicaid health services (so-called, ‘free care’ services). HSC is a non-profit organization based in Chicago that works to develop and prepare a diverse group of stakeholders to lead change at the school, district, state and national levels.

Paradigm has been collaborating with Healthy Schools Campaign over the past two years, providing information on obstacles that limit funding for schools through Medicaid billing and administrative claiming programs. On the collaboration with Healthy Schools Campaign, Amanda Mozes, Paradigm’s Director of Policy & Research, says,

Their [Healthy Schools Campaign] spotlight of San Francisco Unified School District’s pursuit of access to federal reimbursement for vital health services provided to the entire Medi-Cal student population, shows national interest in an issue that California schools are anxiously waiting final word on from the state.

We are proud to continue our support of Healthy Schools Campaign and their commitment to improving student learning and achievement through health for children across the country.

Last year, Paradigm participated in a meeting hosted by Healthy Schools Campaign where advocates, health professionals, and select organizations gathered to discuss recommendations to increase access to funding for school nurses that would later be presented to the U.S. Secretary of Education Arne Duncan and Secretary of Health and Human Services Kathleen Sebelius. The resulting Health in Mind report, which outlined the final recommendations to the U.S. Departments of Health and Education, included reducing barriers to school Medicaid program reimbursements, such as the restrictive Free Care practice.

We are grateful to Healthy Schools Campaign for elevating California’s ongoing free care challenge to the national stage and highlighting the development at San Francisco Unified School District as a milestone that has the potential to make a huge impact on students’ lives state and nationwide.
