LEA Ad-Hoc Advisory Workgroup Publishes April 2018 Meeting Minutes

The LEA Ad-Hoc Advisory Workgroup, comprised of LEA representatives, DHCS, and the California Department of Education (CDE), held their regularly scheduled meeting to make recommendations and discuss issues impacting the LEA Medi-Cal Billing Option Program.

Highlights from the April 4, 2018 meeting minutes include:

  • OIG (the federal Office of Inspector General) is auditing the LEA Billing program for FY 2015/16 and 2016/17. There were few details provided about the reason or scope of the audit, but DHCS did reference a state compliance audit regarding California’s transition of the Healthy Families population—formally called the Optional Targeted Low Income Children (OTLIC) population—into Medi-Cal when asked for information about the OIG audit.
  • The administrative fee withhold for the LEA Billing program, from 1.5% to 2%, went into effect on July 1, 2018; the annual maximum the state can collect for these fees is not increasing, and any amount over-collected will be redistributed to LEAs at the end of the year.

At the time of posting, the June 6, 2018 Ad-Hoc meeting has already taken place; notes on this meeting should be published by DHCS in the coming months.
