LEA Ad-Hoc Advisory Workgroup Publishes February 2018 Meeting Minutes

The LEA Ad-Hoc Advisory Workgroup, comprised of LEA representatives, DHCS, and the California Department of Education (CDE), held their regularly scheduled meeting to make recommendations and discuss issues impacting the LEA Medi-Cal Billing Option Program.

Highlights from the February 7, 2018 meeting minutes include:

  • A confirmation that when RMTS rolls into the LEA Billing program, Code 2 moments (direct medical services) will require backup documentation to substantiate the moment. LEAs in attendance encouraged DHCS to discuss with CMS whether the response to the moment would be enough to substantiate.
  • More than $3 million in reimbursements are currently being withheld from 45 LEAs for delinquent FY 2014/15 CRCS reports.
  • DHCS is drafting a policy and procedure letter (PPL) detailing new ordering, referring, and prescribing (ORP) requirements for certain providers that was anticipated for a March 2018 release (at time of publication, this PPL has not yet been issued). ORP practitioners under the forthcoming policy will need to apply for a Type 1 National Provider Identification (NPI) number and enroll in Medi-Cal.

At the time of posting, the April 4, 2018 Ad-Hoc meeting has already taken place; notes on this meeting should be published by DHCS in the coming months.
