LEA Ad-Hoc Advisory Workgroup Publishes February 2019 Meeting Minutes

On June 11, 2019, DHCS posted February 6, 2019, meeting minutes for the LEA Ad-Hoc Advisory Workgroup, comprised of LEA representatives, DHCS, and the California Department of Education (CDE); the meeting is held to make recommendations and discuss issues impacting the LEA Medi-Cal Billing Option Program.

Highlights from the February meeting included:

  • Effective January 1, 2019, CPT Code 96101 for IEP/IFSP Psychological Assessments was eliminated and replaced with CPT code 96130.
  • Effective retroactively for dates of service on or after July 1, 2018, the LEA Services Billing Codes Chart was updated with the most recent rates for the LEA Billing program for FY 2018/19. The LEA Provider Manual Section loc ed bil cd has been updated to include the changes.
  • Regarding ORP—The effective date of enrollment for an approved DHCS 6219 form or equivalent PAVE e-form is one year prior to the date DHCS received the complete application package. SNFD is currently in the process of working with PED to allow for RCSN and LEP practitioners enroll as ORP practitioners in the LEA Program, who have been recently denied enrollment.
    • Paradigm note: DHCS has since confirmed that RCSNs and LEPs can now submit their PAVE application with their provider title on the “Other” line.
  • SPA 15-021—DHCS sent its final RAI response to CMS on January 7, 2019. SNFD is continuing to draft and review PPLs and Provider Manual updates related to SPA 15-021.
