LEA Ad-Hoc Advisory Workgroup Publishes June 2018 Meeting Minutes

The LEA Ad-Hoc Advisory Workgroup, comprised of LEA representatives, DHCS, and the California Department of Education (CDE), held their regularly scheduled meeting to make recommendations and discuss issues impacting the LEA Medi-Cal Billing Option Program.

Highlights from the June 6, 2018 meeting minutes include:

  • All LEA’s Data Use Agreements (DUA) with DHCS are set to expire December 1, 2018; DHCS had planned to publish the new FY 2018-2021 DUA with instructions to their website in July, however at the time of publication an updated DUA has not yet been released.
  • The proposed increase of the withhold for Audits & Investigations (A&I) and Navigant, from 1.5% of reimbursements to 2%, has been approved by DHCS legal and was implemented on July 1, 2018. The cap of $1 annually for these activities has not increased.
  • The 2016-17 Report to Legislature, a report that analyzes California’s participation, successes, and challenges in the LEA Billing Option program was scheduled to be released in June 2018 (although at the time of this publication the Report had not yet been published). DHCS also notified LEAs that they would be attempting to streamline aspects of the Report, which is required by statute, moving forward.
  • The federal Office of Inspector General (OIG) is auditing California’s LEA Billing program for FY 2015-16 and 2016-17, and all aspects of the program are subject to review. OIG has already asked about the CRCS, claims processing by Conduent, reports paid claims, and other information.

At the time of posting, the August 1, 2018 Ad-Hoc meeting has already taken place; notes on this meeting should be published by DHCS in the coming months.
