School Based Programs

For more than two decades, Paradigm has pioneered school access to Medicaid funding. With our expertise, your programs will run with greater efficiency and will receive more reimbursements. Our experienced billing specialists, policy analysts, technology experts, and client support team will make sure you are getting your fair share.

Direct Service Billing

Medicaid regulations allow Local Education Agencies (LEAs) to be reimbursed for providing direct health services to students who are eligible for Medicaid benefits. Paradigm helped develop the LEA direct service billing program during California’s pilot project in 1993. Over the years Paradigm has applied its unparalleled expertise to become the billing vendor of choice for school districts and county offices of education.

Medicaid Administrative Claiming

Medicaid reimburses county offices of education (COEs) for a portion of costs incurred enrolling children and their families in Medicaid and helping link and coordinate their access to covered health services. Reimbursements through Medicaid’s program can greatly benefit your agency’s budgets and ensure that individuals have access to low-cost/no-cost health care. Paradigm's extensive history with Medicaid Administrative Claiming (MAC) began in 1998 when Paradigm consulted with CBOs, hospitals, and local government agencies to support their outreach programs by implementing the MAC program.

Random Moment Time Study

RMTS is a federally approved method of capturing time data used in school and county agency Medicaid billing programs in many states. Paradgim has authored RMTS plans for state review and approval, and offers robust RMTS technology. We can easily guide you through the transition from the worker log to the RMTS method to provide statistical and regulatory compliance, increased efficiency, and enhanced transparency in your program.

Technology Solution

Paradigm’s MAA Gateway makes tracking Medicaid administrative activities data and processing invoices simple. Applicable to any approved time survey method—worker log, perpetual, or random moment—MAA Gateway is a paperless, web-based solution that covers all of your needs.

SHN (Student Health Network) provides a web-based paperless solution for managing student health records. SHN reduces the amount of time needed to manage health records, so providers can focus on the care students need. Users can document, track, and easily report on health services they provide and cases they manage. SHN also automates Medicaid billing, reducing redundant documentation.
