PPL 19-011R—Random Moment Time Survey (RMTS) Sampling Requirements—Now Available on DHCS Website

On June 13, 2019, DHCS published Policy and Procedure Letter (PPL) 19-011R Random Moment Time Survey (RMTS) Sampling Requirements to their website.

This PPL confirms that, since a moment in RMTS is one minute in time, there should not be any moments issued during the final minute of a time survey participant’s (TSP) work schedule. DHCS gives the example that if a TSP is scheduled to work an eight hour day from 7:00 a.m. to 3:30 p.m., then no moment will be issued at exactly 3:30 p.m. In this example, the last eligible moment for this TSP is 3:29 p.m. Any response received for moments issued during the final minute of a TSP’s work schedule must receive a Code 17: Not working/Not Paid regardless of the moment response.

This issue was initially discussed at the May SMAA Workgroup Meeting, during which meeting there was also discussion about not issuing moments the last 4 student attendance days of Quarter 4. However, in a recent SMAA Workgroup Call, DHCS noted that not including the last 4 student attendance days would cause an impact to TSP costs, so that is not included this in the PPL.
