PPL 20-014: CA Telehealth Policy Relative to the 2019 – Novel Coronavirus (COVID-19)

On Monday, May 11, 2020, DHCS released PPL 20-014, titled “Telehealth Policy Relative to the 2019 -Novel Coronavirus (COVID-19). The PPL specifies that during this national emergency, all LEA providers may bill for covered direct medical services provided via telehealth under the LEA Billing program, with exception of services that preclude a telehealth modality, such as specialized medical transportation. In addition, services provided are exempt from the customary telehealth consent and prior authorization restrictions. The policy has a retroactive effective date of March 1, 2020 and will be in effect until the national emergency is terminated.

This is a great win for California LEAs and comes on the heels of some extensive advocacy work. Paradigm was honored to be a participant in these efforts; and, we are thrilled that DHCS was able to secure new billing opportunities for California LEAs. Enabling LEAs to recoup reimbursements for services they are performing during this unprecedented time will most certainly bring some relief from the expected shortfalls from the program, especially as community need continues to rise. Paradigm is primed and ready to immediately process all newly eligible claims for its clients.
