Cohort 1 Embarks on CYBHI Fee Schedule Journey

This week marks a significant step forward for the Children and Youth Behavioral Health Initiative (CYBHI) as we navigate the intricacies of implementing the new all-payer fee schedule. On Thursday, January 25, the Department of Health Care Services (DHCS) released a draft Guidance document, inviting stakeholders to provide comments until February 7, 2024. The document is critical as it outlines the proposed structure and procedures for billing under the CYBHI, and your feedback can shape the final guidelines. In addition, the kick-off meeting for Cohort 1 took place today, January 26, and it was a hive of activity. With over 200 participants, the session underscores the immense interest and commitment to enhancing mental health services in schools, even though Cohort 1 comprises only 47 Local Educational Agencies (LEAs) and their managed care plans. Carelon Behavioral Health, the Third-Party Administrator (TPA), was also present to provide insight into the operational aspects of the fee schedule.

  • Billing Timeline: Billing for services under the new fee schedule won't begin until April 2024, with no retroactive billing for services provided earlier.

  • Provider Supervision Commentary: Significant discussion focused on the requirement for providers to be supervised by holders of Pupil Personnel Services (PPS) credentials. This practice, established in California Education Code, ensures that services are delivered by professionals with relevant expertise and is standard in the educational landscape.
