Critical Milestone for CYBHI All-Payer Fee Schedule: Learning Cohort 1 Selections Announced

The Department of Health Care Services (DHCS) has achieved a landmark step in California’s Children and Youth Behavioral Health Initiative (CYBHI) by selecting the first cohort of Local Educational Agencies (LEAs) to enact the all-payer fee schedule. Announced on December 1, this milestone heralds an era of transformation in behavioral health services for California's youth.

Building on Progress: From Planning to Implementation

Following our previous discussion on the CYBHI Fee Schedule's development, DHCS's latest announcement propels this initiative from strategic planning into tangible action. Paradigm is proud to announce that 15 of our partner LEAs have been chosen as part of the 47 pioneering Learning Cohort 1.

The 47 LEAs, spanning 25 counties, have successfully navigated a thorough operational readiness review process, exemplifying their commitment to enhancing mental and behavioral health services within educational environments. The factors considered for selection included Medi-Cal enrollment, service delivery infrastructure, data collection and documentation, and billing infrastructure readiness.

These selected LEAs will join a learning collaborative aimed at informing state-level policy and operational guidance for the CYBHI fee schedule program. This collaborative will be instrumental in refining and shaping the program as we move forward, with a subsequent cohort launching in July 2024 and then the rolling opt-in starting January 2025.

Paradigm’s relationships with 15 of the 47 LEAs underscore our continued commitment to facilitating this transformative process. We commend the readiness of our partner LEAs in meeting the criteria for participation, which includes being an enrolled Medi-Cal Provider and demonstrating the capability for comprehensive service delivery, data management, and billing processes.
