Our Proud History

We are proud to be the first school-based Medicaid vendor in California. But we’re more pleased that our services and the reimbursements they garner have reached millions of children nationwide. Through our full-scale Medicaid reimbursement billing partnership, Paradigm’s clients recover over $100 million in federal reimbursements each year.

These funds support school and community health services that impact the children and families you serve. After managing Medicaid reimbursement programs for over two decades, Paradigm has the breadth of experience to know what works, what truly matters, and how to produce audit-ready results.

In 1993 Paradigm embarked on a pilot project with San Diego Unified School District and the Department of Health Care Services to bring direct Medicaid billing to schools. Within a year, a successful program was rolled out to hundreds of school districts across California, providing a viable mechanism for schools to receive federal funds for health services consistently.

That pilot program eventually became the LEA Medi-Cal Billing Option program. And we have been offering our assistance and expertise in school Medicaid billing programs ever since.

In 1998 we began consulting with CBOs, hospitals, and local governmental agencies to establish their local MAA claiming programs. Again, we were the first to roll out MAA to California schools, making us the leading provider of Medicaid administrative claiming services.

  • OWNER/CEO

    Constance has more than 30 years of experience working with public agency and school-based Medicaid programs. Throughout her career, she has helped shape and inform debates on program implementation and policy in California and has produced numerous publications for school partners and clients in support of the medically underserved and special needs populations.

    Her leadership is influenced by her experience in public health, hospital services, and disaster medical programs gained as a U.S. Air Force officer. Constance holds a Masters in Public Health from Boston University and a BS from Michigan State University.

  • CHIEF OPERATING OFFICER

    Brooke has over 20 years of experience in business, project, and account management. After joining Paradigm in 2001, Brooke quickly began managing strategic projects to enhance client services and tools for program maximization. Having held positions in Paradigm’s operations, software development, and client relations departments, Brooke has unique insight into bridging Paradigm’s expertise and capacities with our clients’ needs. Brooke leads and directs Paradigm’s software development, new business coordination, strategic communications, and overall company operations.

  • DIRECTOR, PARADIGM TECHNOLOGIES

    Roger joined Paradigm as a proven expert at understanding complex operational procedures and using our technology to streamline processes and enhance operational controls. With over 15 years of experience in information technology (IT) and the education industries, Roger and his team of elite developers, database managers, and statisticians support and enhance Paradigm’s applications to provide a safe, secure, and exemplary user experience without compromising the nuances of complying with Medicaid program requirements. Roger holds a Master’s in Computer Science from University of California, Berkeley.

  • SPECIAL PROJECTS CONSULTANT

    Kathleen joined Paradigm with a background in Kinesiology and Health Science, and over a decade of experience in the health care industry working in both the private and public sectors in areas such as rehabilitation, program planning, and implementation and project management. Before joining Paradigm in 2019, Kathleen worked to partner with hospitals and educational institutions to provide supportive resources for children with chronic illness and special needs. Kathleen currently supports Paradigm’s strategic special projects.

  • MANAGER OF ACCOUNTS

    When Amber began working with Paradigm’s clients, she quickly revealed herself as a thought leader, contributing to the refinement of Paradigm’s approach to client management. In her recent years as Manager of Accounts, Amber has been able to show Medicaid reimbursement growth year-over-year. Amber’s extensive knowledge of school Medicaid billing and strategic insights for how to implement lasting systems at the local school level are a perfect complement to Paradigm’s work with schools.

  • MANAGER, FISCAL SERVICES

    Tim brings over two decades of experience in school accounting and information management to Paradigm. Since 2000, Tim has been creating and performing audit checks on Paradigm’s clients claims for the direct service and administrative claiming programs. Currently, Tim oversees the processing of all fiscal data and production of administrative claims cost reconciliation reports. Tim is also instrumental at assisting clients in preparing for regional, state, and federal audits.

Account Managers

In addition to the client care and program associates who work tirelessly behind the scenes, Paradigm has a crew of account managers who work closely with each client. They make sure that all information is being captured for reimbursement. They inform and train clients on compliance with rules, regulations, and best practices.
