On January 10, 2024, Governor Newsom unveiled the 2024/25 Proposed Budget, crafted in response to a projected $37.9 billion shortfall resulting from stock market declines and income tax collection delays. Key Highlights for K-12 Health Services:

  • CYBHI Wellness Coaches: The budget dedicates $9.5 million for 2024/25, with funds increasing to $78 million by 2027/28, to integrate wellness coaches into the Medi-Cal program. This initiative is set to transform behavioral health services in schools, providing students direct support and elevating the quality of mental health care.

  • Behavioral Health Continuum Infrastructure Program: There's a temporary shift of $140.4 million in General Fund allocations from 2024-25 to 2025-26, culminating in $380.7 million for the final grants in 2025/26. Despite the delay, $300 million remains earmarked for 2023-24 and $239.6 million for 2024-25 to bolster behavioral health infrastructure.

  • Managed Care Organization (MCO) Tax Adjustment: In light of the budget shortfall, the Administration seeks federal approval to increase the MCO Tax, aiming to secure an additional $1.5 billion, thus reaching a total of $20.9 billion in state funding.

  • Medi-Cal Program Support: The proposed MCO Tax increment would allow for a $12.9 billion allocation to sustain the Medi-Cal program and balance the state's budget. Furthermore, an additional $8 billion is designated for targeted rate increases and health investments derived from the MCO Tax, emphasizing the preservation of Medi-Cal services and minimizing program cuts.
